The evidence here seems clear. What are the chances that Wonka would hire Grandpa Joe to work in his retail store and later his factory? Logic dictates that if he makes more candy he needs more stores, wouldn't it be wiser for him to use Grandpa Joe in that capacity?
The answer is obvious - Grandpa Joe has deliberately moved from retail to the factory to be closer to the secret manufacturing methods. He positions himself near the front to ensure he doesn't miss any subtle clues or hints.
